The process is simple and requires a minimum of tools. Picnic tables can be secured with wood, brick, concrete or any other hard earth surface. A picnic table cannot be secured to grass, gravel or any other soft or loose surface.

Place the picnic table in the desired place. Place an L-bracket inside each leg at the point where the leg touches the ground. Mark the location of the holes in the L-brackets. Drill a hole in each location marked with a wood drill bit. Holes in the surface to which you are assembling the picnic table, using the appropriate drill based on the composition of that surface. You will have a different bit depending on whether the surface is made of wood, concrete, etc.

Tap the casings of the anchor bolts into the holes in the surface to which you are mounting the table. Place the L-brackets in position. Bolt in its anchor bolt housing, fix the L-bracket to the ground surface. Bolt the L-bracket and the leg of the picnic table together.
